Tribal Contract and Agreement Consultation

Division Zulu has staff that have years of experience, knowledge, and capability to advise/guide you on all processes of the implementation of Contracts and Agreements under the Indian Self Determination and Education Assistance Act of 1975 as Amended, commonly known as Public Law 93-638.  This includes but not limited to assisting with Scopes of Work, Detailed Operating Budgets, Contract Support Costs, and advising on all aspects of the law and its regulations.  Our staff can also provide you the same capability on all processes related to  Cooperative Agreements initiated under 2 CFR Part 200.

Fire Program Development

Division Zulu has staff that have years of experience, knowledge, and capability to advise/guide you on development of Wildland Fire Programs that may or may not be Contracted or part of an Agreement with the Federal Government or other Governmental Agencies.  Our staff can help you understand workload as it pertains to designing a proper Fire Management Program, standard staffing configurations, resource mix to meet protection needs, and interagency collaboration, Training and personnel development, and more.

Non-Fire Programs

Although Division Zulu has a heavy emphasis in Wildland Fire, our team also has the capability and network to help you with Non-Fire program needs.  These needs can range from general administrative to Federal Real Estate, to Natural Resource Management programs, and more.

Sunshine retired from Bureau of Indian Affairs with 33+ years of service in the Division of Self Determination. Throughout her career with the BIA, Sunshine served as a Level I and II Awarding Official and most recently served as the Chief, Division of Self Determination in Washington, DC.

She possess a wealth of Indian Self Determination

 

Sunshine retired from Bureau of Indian Affairs with 33+ years of service in the Division of Self Determination. Throughout her career with the BIA, Sunshine served as a Level I and II Awarding Official and most recently served as the Chief, Division of Self Determination in Washington, DC.

She possess a wealth of Indian Self Determination Education Assistance Act (ISDEAA) contracting laws, regulations, policies and procedures from the lowest possible level of service. She has provided direction and oversight for Indian Services on a wide variety of areas interpretation of self-determination legislation and implemented regulations as they related to the self-determination contract and grant activities of tribes and authorized tribal organizations. She provided guidance and technical assistance to Bureau staff and tribal contractors on the policies and mandates of the Act, and by protecting tribal interests when dealing with other federal, state and local agencies on ISDEAA contracting and grant matters.

With over 30 years of federal service in wildland fire management, Pete provides technical services focused on plan development, contracts, aviation, training, and interagency fire programs. His career with the U.S. Forest Service spans fire operations, aviation management, fuels, dispatch, budget formulation, acquisition, and national-level program leadership.

Pete retired as the Program Manager for the U.S. Forest Service National Smokejumper Program, where he provided strategic direction for a nationwide, interagency aviation and initial attack program. In this role, he led policy implementation, funding strategy, aircraft and parachute system modernization, and coordinated with Regional, Forest, and partner agencies. His tenure included oversight of major program transitions, including aircraft modernization and parachute delivery system updates, while ensuring alignment with national aviation safety standards and operational doctrine.

Previously, Pete served as Deputy Fire Staff on the Custer Gallatin National Forest and as Base Manager of the West Yellowstone Interagency Fire Center, overseeing smokejumper, aviation, dispatch, and fuels programs. His responsibilities included preparedness and fuels budgeting, acquisition, contract development and oversight, administration of cooperative agreements, and leadership of interagency operational plans..

Pete is recognized for a systems-level understanding of federal fire policy, contracting authorities, and interagency coordination. His approach emphasizes operational realism, compliance, workforce development, and mentorship-driven leadership. Based in Paradise Valley, Montana, he currently manages an adaptive grazing cattle operation, bringing a land-stewardship perspective that complements his fire and fuels expertise.
