 The Division Zulu Team has a combined time in the wildland fire industry and federal government far exceeding 50 years of service in many aspects of fire management and protection, and in other functional program areas.  Including but not limited to extensive knowledge and experience in all aspects of wildland fire program management, development, training, and acquisitions.

 We offer a wide range of services from professional wildland fire program development; guidance on Contracts and Agreements; wildland fire training that meets or exceeds NWCG and California State Fire Marshalls Office standards; program management; and acquisition services that provide you with high quality professional equipment for your wildland fire program.  Although our experience is heavy in Wildland Fire, we have the capability to provide you with service on non-Fire related areas as well with our Team and our network. 

Why the Name Division Zulu

 

As with many companies, we all strive for a name that defines who we are.  Division Zulu represents who we are, how we become who we are, and what our end goal is for you.  

Fire defines our specialty.  Our team are all people who have dedicated their lives and careers in the Federal and Local Government  Fire Service.  Our staff have many years of experience as firefighters, incident overhead, and Agency overhead.  We have been formed by a life in Fire.  This life has also created a high level of expertise but also the understanding of solutions you may be seeking.

As a fire incident or all hazard incident grows and increases in complexity, the support and management does as well.  Incidents grow in Divisions initially with Alpha followed by Zulu and then filled in as needed.  Why not Alpha?  Because Zulu is there when the need to expand occurs.  Zulu represents the evolution, which for our team is supporting your evolution.  Our interest is not to provide you with quick solutions, but solutions that will help with foundation or evolution of your programs.

Meet the Division Zulu Team

Nicole Hallisey

  Nicole Hallisey spent over 35 years in wildfire response and coordination for federal agencies, including the U.S. Forest Service, Bureau of Land Management, and National Park Service, living in several states along the way.

She started as a teen with the U.S. Forest Service Youth Conservation Corps, later serving as a Hotshot firefighte

  Nicole Hallisey spent over 35 years in wildfire response and coordination for federal agencies, including the U.S. Forest Service, Bureau of Land Management, and National Park Service, living in several states along the way.

She started as a teen with the U.S. Forest Service Youth Conservation Corps, later serving as a Hotshot firefighter, engine crew leader, and prescribed fire specialist, fighting fires nationally and internationally. She went on to work as a logistics dispatcher at the National Interagency Fire Center in Boise, coordinating aircraft, air tankers, smokejumpers, and fire crews nationwide; as a training specialist at the Great Basin Training Center; and as assistant manager of the Great Basin Incident Support Cache, a national wildland fire cache supplying equipment to wildfires and all-hazard incidents across the U.S. and abroad—while also serving eleven years as a Division Group Supervisor on incident management teams.

Throughout her career, Nicole was a respected instructor and mentor in national wildland fire training programs and a go-to expert in wildfire logistics, briefing senior government officials and appearing on NBC's Today Show and NPR.

After retiring from federal service, she became Director of Logistics for a major airtanker company and now serves as Chief of Operations with Division Zulu.

Sunshine Jordan

Sunshine retired from Bureau of Indian Affairs with 33+ years of service in the Division of Self Determination. Throughout her career with the BIA, Sunshine served as a Level I and II Awarding Official and most recently served as the Chief, Division of Self Determination in Washington, DC.

She possess a wealth of Indian Self Determination 

Sunshine retired from Bureau of Indian Affairs with 33+ years of service in the Division of Self Determination. Throughout her career with the BIA, Sunshine served as a Level I and II Awarding Official and most recently served as the Chief, Division of Self Determination in Washington, DC.

She possess a wealth of Indian Self Determination Education Assistance Act (ISDEAA) contracting laws, regulations, policies and procedures from the lowest possible level of service. She has provided direction and oversight for Indian Services on a wide variety of areas interpretation of self-determination legislation and implemented regulations as they related to the self-determination contract and grant activities of tribes and authorized tribal organizations. She provided guidance and technical assistance to Bureau staff and tribal contractors on the policies and mandates of the Act, and by protecting tribal interests when dealing with other federal, state and local agencies on ISDEAA contracting and grant matters.

Sunshine serves as our ISDEAA Subject Matter Expert  with Division Zulu.

Pete Lannan

  With over 30 years of federal service in wildland fire management, Pete provides technical services focused on plan development, contracts, aviation, training, and interagency fire programs. His career with the U.S. Forest Service spans fire operations, aviation management, fuels, dispatch, budget formulation, acquisition, and national-

  With over 30 years of federal service in wildland fire management, Pete provides technical services focused on plan development, contracts, aviation, training, and interagency fire programs. His career with the U.S. Forest Service spans fire operations, aviation management, fuels, dispatch, budget formulation, acquisition, and national-level program leadership.

Pete retired as the Program Manager for the U.S. Forest Service National Smokejumper Program, where he provided strategic direction for a nationwide, interagency aviation and initial attack program. In this role, he led policy implementation, funding strategy, aircraft and parachute system modernization, and coordinated with Regional, Forest, and partner agencies. His tenure included oversight of major program transitions, including aircraft modernization and parachute delivery system updates, while ensuring alignment with national aviation safety standards and operational doctrine.

Previously, Pete served as Deputy Fire Staff on the Custer Gallatin National Forest and as Base Manager of the West Yellowstone Interagency Fire Center, overseeing smokejumper, aviation, dispatch, and fuels programs. His responsibilities included preparedness and fuels budgeting, acquisition, contract development and oversight, administration of cooperative agreements, and leadership of interagency operational plans..

Pete is recognized for a systems-level understanding of federal fire policy, contracting authorities, and interagency coordination. His approach emphasizes operational realism, compliance, workforce development, and mentorship-driven leadership. Based in Paradise Valley, Montana, he currently manages an adaptive grazing cattle operation, bringing a land-stewardship perspective that complements his fire and fuels expertise.

Pete serves as our Fire and Natural Resources Subject Matter Expert with Division Zulu

  Supt, as many know him has served 35+ years in Wildland and All Risk Fire/Response. He has served on various handcrews, Heli-Shots, Helitack, and was the original Hotshot Superintendent for the Golden Eagles Hotshots. He has served on many Fire Engines and Types as a Captain and Engineer. He has also served as Fire Chief for multiple Tr

  Supt, as many know him has served 35+ years in Wildland and All Risk Fire/Response. He has served on various handcrews, Heli-Shots, Helitack, and was the original Hotshot Superintendent for the Golden Eagles Hotshots. He has served on many Fire Engines and Types as a Captain and Engineer. He has also served as Fire Chief for multiple Tribal Fire programs, and served as the FMO for the Federal Government. His experience includes serving as an instructor as well.

Supt serves as our Training Subject Matter Expert with Division Zulu.
